Idk, facing 2x pot we have to be good a lot and I don't really see a reason why he would bet that much on a bluff given that hero's range really looks weaker than Kx most of the time.
I can't tell from the description which type of player this is but if he seems like a weak, str8 forward reg, I feel like he has QQ or some weirdly played valuehand every single time.
