It looks really bluffy to me. Why bet so big on the flop then check the turn? I think people take a little off their c-bet size with QQ on the flop. KQ is the only hand that makes sense but why 4-bet it? It looks like he has some random bluff to me. I'm not sure if he's the type to spazz out with Ax here and just jam it on the river. Then again some people can never bluff shove rivers so I could see folding against them but honestly I think I'm never folding this.
