Default Turn decision with good draw

I decided to flat preflop, cause he has been calling my 3bets and falling in love with the pot if is reraised. Villain is cb too much and I decided to CR if I hit anything to punish him, he calls my raised and I improved on the turn. I figure he has me beat most of the time, unless he floats me with overs.
Do we give up? bet/call? ck/call? Whats the standard line here? If we bet how much?

SB: $100
Hero (BB): $515.95

Pre-Flop: 9 7 dealt to Hero (BB)
SB raises to $3, Hero calls $2

Flop: ($6) 3 9 8 (2 Players)
Hero checks, SB bets $5, Hero raises to $15, SB calls $10

bett call shove
he can easily have overs or overs and gut shot

and if he has a big pp you have tons of equity with all your straight pair and flush draw outs

c/r is not so good. This isn't a a spot to punish him.. we have a marginal hand and our oop. now you have to bet big and call an allin.

Why is bet/calling better than check/calling here? I mean unless we think he's going to shove a lot worse (which this guy might) I think he could have a better 9 a lot or a monster, and otherwise some random overs or whatever. I don't think bet/calling is bad but I just seem to like a check/call here.

I agree that flop check/raise isn't that great unless you're trying to level him by checkraising on a dry board like this hoping he shoves.
