Default Set getting RR ai on the river

Party, $10/$20 NL Hold'em Cash Game, 6 Players

SB: $7,225
BB: $2,504
UTG: $2,368
MP: $2,649
CO: $2,627

Pre-Flop: 8s 8c

Flop: ($0) T 2 8 (3 Players)
MP checks, CO bets $160, SB calls $160, MP folds

Turn: ($540) T 2 8 [ 9 ] (2 Players)
CO bets $400, SB calls $400

River: ($1,340) T 2 8 9 [ 4 ] (2 Players)
CO bets $830, SB raises to $6,595 and is All-In, CO ($1,167 to call, 22% pot odds)...?

Questions:
1) Villain is fishy. I've seen him call IP vid J8o -> floated K62tt and bet pot on turn 6 and showed the bluff. He's also seen calling a 3bet with 65o bt/sb, but with 150bb stacks. He plays 39/22/1,2 over 700 hands and is the spot at the table.
Call or fold? Does it change anything if we're 100bb instead of 130bb?

2) Villain is a solid reg playing 25/21/3. I'm sure he can pick good bluff spots. But mostly he's just pretty solid and playing good poker and not getting out of line too much. Mostly he's just out of line preflop and not so much post.

pretty gross spot, but its probably a fold that no one really ever makes gettin the price. bd spades get ther and he would have to be turning a made hand into a bluff pretty often (?)

Can we expect people to raise slowplayed set AI on the river? -- not that it matters a great deal here since we don't have the topset, and thus were beat by 6/9 comboes of sets.

Seems to me that we can actually make the fold vs fish that aren't "stupidly" aggro/bluffy since they aren't bluffing with made hands or raising river for thin value.

Vs regulars it defenitely gets harder to fold depending how good they are, but I mean -- can we really expect villain to be bluffing 22% of the time? I doubt it, since it had to be some kind of top pair like T7s or JT. Won't it also worry him that he'll be snapped by a flush?

I would say TT gets 3b pf a ton and ud here from 22 before the river. I would be inclined to think ppl dont really turn strongish made hands, like a 2pr type hand, into a bluff here ever. 99 is possible, but ithink people just chr the turn since hte boards getting drawy

It pretty hard to guess someones turningmadehandintobluff frequencies. I mean he can have 87s JTs, maybe some J9s and 97s that can be turned into bluffs.
