Default NL600 Did I just get outplayed or vs. a panzy?

On this particular hand I'm having a difficult time deciding if the villain completely outplayed me, or he's just a panzy who misses value with his hands. He's a 17/13 with a 2.4 AF. I don't have the exact hand history (on a different comp right now) but I remember it pretty well.

It's NL600 FR on Tilt

2 people sitting out, so it's 7 handed

UTG folds
Hero with 77 raise min to $12 (SB and BB were "oldtime ss'ers" who now buy in small stacked..hence the weird open size)
folded to BU
BU 3bets to $45
Folded to Hero
Hero calls cause he has a little over $900 and I cover

Flop 887 rainbow ($96)

Hero checks
Villain bets $76
Hero calls

My thought on the flop: we have no history or dynamic, so only AA/KK stacks this flop imo (and maybe like a T9s or 8x that isn't a big part of his range, but possible for sure) I doubt he 3bets my ck/raise very often with air (although admittedly he will sometimes) Also...I felt if he had AA/KK I could stack him on later streets anyways, by checking it'd also give him a chance to hit if he had AK...and it might let him barrel trying to push me off my TT/JJ type hand even if he just has AK high.

Anyone lead the flop?

Turn 9 ($148)

Hero checks
Villain checks

River Q ($148)

Hero checks
Villain checks and loses with AA (and hero smacks himself in the face for not stacking him)

On the river...I thought he might rep the Q and try to get me to fold my TT/JJ type hand. Also I thought if he did have a slower played KK he would bet and I could overbet bomb the river. Now I know "most" people don't have a river overbet bomb ck/raise in their range on the river...but I LOVE doing it...so if he's watched previous pots I've played he's had to seen me do it/get caught with a bluff at least once.

Now...from his thinking, since the turn went ck/ck...maybe he thinks I bet every hand on the river that I would "ck/call" with on the river...so there's no value in a river bet except to induce a ck/raise bluff. And if he didn't feel like playing that guessing game, he might as well just ck behind???

So...is he just a panzy that's missing value? (I mean I will have JJ there...and I appreciate him not putting pressure on me at all) or is he thinking on that higher level and maybe I need to be ck/raising that flop and going for stacks earlier? (I mean if he does have AA he's probably stacking that flop 150 bbs deep and putting me on KK or a draw often enough imo)

turn and river checks seem pretty standard, i would c/r flop here some % of the time if you think overpairs don't fold and he may spaz.

he played that hand sooo bad, you played it ok but id just raise the flop if hes not the bluffy type, which i doubt he is.
