Villain is a loose regular who 3-bets a bit less than you would expect. The small turn raise by him feels like he is trying to get to showdown cheaply and is thin value or perhaps a semibluff with something like QT with a diamond. I'd be surprised to see a flush or full house make that sized turn raise.
Given that line of thought I figured I had to just call the turn. I'm most interested in whether this is a bet or a check on the river. If I bet I assume he will call with a J and fold everything else. I guess it pretty much comes down to how often he has Jx versus air... and then how often he valuebets a J or how often he bluffs. If he valuebets a J would he be likely to call a small cr?
