I would be very tempted to take the initiative and just shove because:
a: i think you always have some fold equity in this spot. I can see stuff like KQ, Tx, 88etc folding.
b: you always have outs in this spot
c: your odds of winning the hand are higher when you shove for you get to see the turn and river rather than just the turn.
d: paying $5 to see whether you can hit a 7 or a Q on the turn seems weak and a bad idea to me.
e: hopefully people will call you down lighter in future spots as a consequence.

I think shoving the flop is OK but this guy is unknown. I do not know what his raising range is. Do I have fold equity? Not if it turns out he plays 11/6. With a read or history shoving could be ok but vs an unknown I always take the more conservative route. Again the main theme being, don't put your whole stack in the middle with a strait draw + under cards vs an unknown player.

I think a shove is more compelling with KQ than with 98 here, and against an unknown it could be a very high variance play 3 betting the flop with 98 and i feel is a bit of an overbet for the pot size and his raise also (assuming full 100bb stacks), so if he is somewhat decent he will read our hand as a draw.

ah kk, didn't see it was vs an unknown. Always call flop, fold turn if don't improve then. It's profitable and safe.

I think you should fold preflop. Playing raising 89o in the sb is not a profitable play at this level IMO.

I think raising is fine, I would however make it 4x to increase our fold equity.
