I think he's ch/r enough that he can have draws in his range here. But since he called from the BB I think 77 or TT is more likely.... could be like AJdd etc as well. Also, the fact you were UTG should make his range more narrow, but who knows he's 33/18 so he may not be thinking about that. I think it's probably marginal spot but u do have position and it's a small raise I don't mind calling flop and re evaluating turn. folding seems weak but i don't hate it either.

His value range is very narrow here, youh have to at least call, but i don't know if raising or calling is better or why :-)

I wouldn't fold (because it sets such a bad precedent, I guess, not that many people will pick up on it and start c/r king high boards on me...). But I think raising really manipulates villain's range he continues with to sets or 2pair. Call and reevaluate on the turn.

If we had the Ad in our hands, does that change anything? Or still b/f?

emm, b/f this flop would be a huge leak imo.
I'd mix it up between 3bet small and call/jam turn.

Really, whats your range for flatting utg oop?

Should be limited to some suited kqs+ Ajs+, 77+. Seems like a pretty tight preflop range to try to bluff catch against. Ntm we don't even know if he is capable of playing his draws fast.

I would be more likely to call a button raise, because I would expect him to check a lot of his draws on the turn once called. Given that our range is so strong. Ntm his range is probably wider from the button then sb.

Where as an oop raiser will be barreling all draws on the turn, and were left guessing wtf he has based on bet sizing and tells.

I guess we could argue that because he is playing 33/17 or w/e. That his range is wider then earlier described, but I really think at best were flipping here. I would expect to see a lot of random two pair combos, and sets.
