Can you elaborate? I assume you are saying that the option to start a 40bb table is not a sufficient measure to counter ssers. I'm not sure our goal should be to forbid short stackers from playing, but to give people who don't want to play against them the option not to. That's why I say that I don't think the system is bad the way it is now, but that people need to be more consistant about starting 40bb min tables. Note that my assumption is that 40bb tables are readily available.

The issue I have is fish dont know the dif and I can't play vs some of them because they are sitting with shortstacks. It just messes with table selection.

I think that statement is rarely true. Even if there are 2-3 shortstacks at the table, a fish will almost allways make it +ev. The problem is that you may need to give up ev to the shortstackers, which sucks, but you more than make up for it against the fish, because the short stackers edge is small. Just make sure the short stacker is not removing your ability to play postflop against the fish (which I am aware of is the main problem). This means you'll probably have to 3bet more against the fish then you usually would. I mean a lot of the adjustments depend on position of the fish and shortstackers obv, but I don't think it's as bad as your making it out to be.

ss'ing is killing NLHE (which is why I'm studying PLO for the future)

Also it's making poker such a "simple" game that the edges are tiny and it makes it easy to program a bot.
