It's not, they can't be indifferent with every single hand, there's only a couple of hands that they'll actually be indifferent with.

It's part of a balanced range because it's more +EV to have a 3betting range than to not have one. If you have a subset of hands that have a higher expectation from 3betting, say { AK, JJ+ }, then you'll want to have a 3betting range and balance it with 3bet bluffs.
