Default 100PLO - weird feeling river decision

Villain is a multitabling 20/16 player. Only info I have on him is in a previous co v button hand he flatted a low spade draw on a AQ9ss flop and shoved for ~ pot over a turn barrell when the turn gave him a gutshot as well.

Firstly is the turn OK, would people prefer a bigger bet? What do you do vs a shove there?

River feels strange. Its doubtful he calls turn with a lot of draws and would raise anything thats better than AA by now on the flop. Do you vbet here? if so how much?

I'd check river and try to soulread if he bets.
Betsizing is okay, I will sometimes go for a turn c/r if he likes to bet when checked to.

I check and call quite a bit if he bets. It's hard for me to think he draws for many straights once the turn pairs the board and there is a possible flush draw out there. Which doesn't mean he can't have something like KK68 or something of the like...but in general...most straight draws are folding flop or turn in this spot.

I like your bet sizing. I'm betting $15-$20 on the turn.

If you get raised on the turn then you'll need to apply some reads. I like to look at raise size to try and gauge his strength if I can. I can bet/call turns happily and I can force myself to fold depending on the player, his tendancies, reads and my bet size and his raise size. I hate pulling this card but it really depends. Against an unknown it's probably a fold since we block a lot of stuff he could bluff/semi bluff with and most players at these limits arn't running bluffs on this turn. I'd be happier though calling a full pot size raise on the turn than a half pot size raise however.

On the river I'm probably check/calling too often here (do as I say...not as I do). Most players I think happily check behind a lot of weaker hands that beat us and don't beat us (random naked 3, KK...even low straight sometimes I see it checked behind). I think the times he has the random overpair like KK/QQ/JJ that is his hand value is getting checked behind just about always. Even a random Txxx hand that missed a straight/flush might check and hope you missed as well. I think he'll need to have complete air to be bluffing a high enough frequency to call this...and I'm not sure how often he'll show up here with abosulutely nothing.

I mean, if we think he'll check behind any Txxx, JJ, QQ, KK hand. And bet any better hand than ours and is only bluffing missed straight or flush draws then this is a fold. Especially because we block the A, Q, J high flush draws and the T high flush draw is on the board so it's basically he is either bluffing with the missed K high flush draw and no real showdown value...or has us beat.

How are we playing villains value hands? If we're leaning towards a fold from a raise on the turn and a bet on the river, how should we be playing our strong made hands in this spot? Are we just kinda screwed in that our hand is pretty face up and just have to hope villain improves to a hand he feels comfortable calling with (which I guess regardless if its a flush or straight they would all have the same relative strength facing a raise from us?).

And if we are tending to lean more towards a fold with a hand as strong as ours, should we be raising super liberally IP when the board pairs up like that? Like when we have an overpair or something and we realize a bet from him on the turn means he probably has sick equity against an overpair, but we could still get him to fold that equity if its in the form of a draw?

I'm new to PLO and as I'm beginning to start reviewing my HH's I'm having trouble balancing everything out in a way thats obvious to the villian.....
