Villian is playing every hand total fish?

His range is super wide however I dont see him playing like a maniac more of just a loose passive fish.

I don't like a 3bet here.

When you 3bet and get called, you only have the NFD. Your overpairs will rarely be outs.

With a player playing a ton of hands and playing passive, I doubt he is bluffing much. He can have the straight in his range. He can also have all the sets in his range. He can have all the two pairs in his range and all the two pair plus draws and combo draws and pair plus draws as well. he probably isn't raise/folding to a 3bet and I'd put his range heavily toward the straight/set/sick draw/twopair+draw end of his range and i doubt he is check/raise/folding to 3bets so I think 3bet is your worst option.
