If you have been battling back and forth, then preflop is most likely a fold. You can probably just cbet a bit less on the flop. Just fold the turn, imo. This is a pretty unnecessary bluff.

Turn shove is the worst option since you have showdown value and equity vs a lot of his range but he virtually never bet/calls worse on the turn. Your flopped draw is not that strong so it's ok to fold the flop or check it back sometimes (eg much weaker than 97 on a rainbow flop).

If you think he can continue with a lot of his bluffs on the turn then you can flat. Kind of a sticky spot since you definitely have some reverse implied odds on some rivers and it is very hard to get paid on a 9/4 river.
