Besides stack sizes, the major factor here is that
Outfloping the other callers is a rare event. Playing/winning a medium to large pot against the fish a common event. We make more money by playing lots of big pots against the bad player. He is check folding, or running some retarded bluff, or calling us down with a small pair so often here.
As an side note, consider the HU game with reversed blinds (bb = button) and 300bb. How many hands should you 3-bet? Against this type of player the correct answer is very high, like almost any playable hand. It's essentially raising the stakes, a 1/2 game plays like a 3/6 game.
